【A-PAD Philippines】 Typhoon Tino (Kalmaegi) – Emergency Assistance Launched

In the early morning of Tuesday, November 4, 2025, Typhoon Tino (Kalmaegi) made landfall on Leyte Island in the Philippines. It subsequently passed through Cebu Island, Negros Island, and other areas, resulting in 111 deaths and the displacement of hundreds of thousands of people across the Visayas Islands and surrounding regions.
A-PAD Philippines began relief operations immediately following the disaster. The University of Cebu (UCLM), a member of A-PAD, functioned as a temporary evacuation center, accepting over 200 households evacuated from Mandaue City, where warm meals and medical assistance were provided.

Cebu City in Central Visayas suffered the most extensive damage, experiencing widespread flooding and resulting in evacuations.
Current Conditions
As of November 6, 2025, over 111 casualties were reported, primarily in Cebu Province, most of which were caused by falling debris, landslides, and flooding. It is estimated that 1,107,819 people (318,020 households) were affected over a two-day period.

- – Provision of temporary shelters and support for the repair or reconstruction of damaged homes.
- – Support for individuals and communities to restore livelihoods through cash-for-work programs, agricultural assistance, and small business grants.
Humanitarian Needs
- – A-PAD Philippines is closely monitoring the rapidly evolving situation and is maintaining close coordination with local partners and volunteers to ensure timely and effective humanitarian assistance.
- – The University of Cebu Lapu-Lapu and Mandaue (UCLM), a partner of A-PAD Philippines, served as a temporary evacuation center during the typhoon and floods. Over 200 families sought refuge on campus, where warm meals and medical assistance were provided.
