【A-PAD Philippines】Needs Assessment in Cebu

On October 4-5, the emergency team conducted needs assessments in Daanbantayan and Medellin in northern Cebu Province.
- Health and Medical Services
The injured are currently being treated appropriately and there are sufficient medical supplies and equipment. However, mental health and psychosocial support is much required to address the emotional distress and trauma experienced by the survivors and their families.
- Evacuation Centers and Housing Reconstruction
Emergency shelter kits are needed to accommodate families whose homes have been damaged. For medium to long-term recovery, building materials will be necessary for affected households to repair and rebuild their homes.
- Food Supply
Food is generally available and local stores are operating as usual. However, food assistance is still required for survivors including daily wage earners who have lost their source of income and access to essential goods.
- Living Environment for Evacuees
Many evacuees are not staying in designated evacuation centers. Instead, they are taking shelter in temporary tents set up along roadsides, in fields, or near their damaged houses. Many do not wish to stay indoors at night or in designated centers due to the fear of aftershocks.
- Water and Electricity Supply
The water system has been disrupted in the affected areas and most water stations are non-operational due to a lack of electricity. Widespread water shortages are occurring, raising concerts about public health risks.
- Incoming Humanitarian Aids
Many survivors are waiting for relief assistance along the main roads. Both adults and children were seen holding signs requesting food and water. Relief operations are ongoing but remain sporadic with aid mainly provided by individuals and organizations along the roads. Areas in remote regions are not receiving adequate assistance due to restricted access and poor communication networks. As a result, many survivors are unaware of the relief distribution schedules and the delivery of aid varies across the affected regions.
Based on the needs assessments in these two municipalities, the following priority needs have been confirmed:
- Emergency shelter kits and construction materials
- Food assistance for evacuees and socially vulnerable groups
- Restoration of water and electricity supply facilities
- Provision of mental health and psychosocial support (MHPSS) services
