【A-PAD Sri Lanka】 A-PAD Contributes to Evacuation Center Assessments in Collaboration with IOM and IFRC

2026.03.24

Following Cyclone Ditma, a nationwide assessment was conducted across Sri Lanka in areas affected by flooding and landslides to collect information about the conditions and needs of evacuation facilities.

This assessment was conducted under the Shelter, Land and Site Coordination (SLSC) sector, jointly led by the International Organization for Migration (IOM) and the International Federation of Red Cross and Red Crescent Societies (IFRC). The objective is to collect data on the environment and specific needs of evacuation facilities throughout the country.

A-PAD participated as a sector partner and conducted field surveys in Nuwara Eliya District. The team visited evacuation centers to verify operational status, evacuee numbers, and facility conditions, A-PAD also contributed to data collection for multiple regions through phone surveys.

In this assessment, 80 evacuation centers across 6 districts were surveyed, confirming that 45 remain operational. 1,322 households (4,729 individuals) are still living in evacuation more than three months after the disaster. The assessments also revealed priority needs for vulnerable groups (women, children, persons with disabilities), infrastructure repairs, needs for non-food items and food assistance, strengthening of water, sanitation and hygiene services, and privacy for residents.

Through field surveys and data collection, A-PAD Sri Lanka is contributing to evidence-based disaster response and the strengthening of future aid planning. We will continue to work in collaboration with a diverse range of actors, including government officials, local authorities,  international organizations, civic society, and the private sector to enhance regional resilience.
